However, the setup is more complicated than mounting a charger beside a private parking bay. The charger may be on your house, but the pavement and road are public highway. That means safety, permissions and your local council all enter the conversation : usually before the cable does.
This guide explains the realistic options for EV charger installation without a driveway in the UK, including cable gullies, ramps, shared driveways, public charging and workplace alternatives.
Do You Need a Driveway for a Home EV Charger?
No. A driveway makes installation simpler, but it is not an absolute requirement.
A charger can potentially be installed on the front wall of your home, provided the cable can safely reach your vehicle and the installation complies with electrical, planning and highways requirements. The important distinction is where your car is parked:
- Private parking: usually a more straightforward domestic installation.
- Shared or communal parking: requires agreement from the relevant owner or management company.
- On-street parking: may require a council-approved cable gully, an approved cable-protection solution or access to public charging infrastructure.
That is why terraced house EV charging needs a proper site assessment. In Worcestershire and Warwickshire, we regularly see homes where the electrical side is perfectly manageable, but the pavement, parking arrangement or council policy is the deciding factor.

Option 1: A Cable Gully or Cross-Pavement Solution
A cable gully EV charger arrangement is designed to carry a charging cable safely across the pavement. The cable is placed inside a protected channel, rather than left loose where it could catch someone’s foot, interfere with a pushchair or become a particularly unfortunate skateboard ramp.
The charger itself may be mounted on your front wall, with the cable crossing the footway to the kerb or parking area.
This sounds simple, but there are two separate permissions to consider:
- Planning permission or permitted development rules
- Highways or street-works permission
They are not the same thing. Permitted development may remove the need for a planning application in certain circumstances, but it does not automatically give you permission to cut into, occupy or alter a public pavement. The UK Government’s guidance on EV chargepoint grants confirms that households with on-street parking must use an approved cross-pavement solution and obtain the relevant local authority permission.
Planning rules are changing during 2026, so check the latest position with your council and the Planning Portal’s EV charging guidance. In all cases, the safe approach is to ask the highway authority before arranging any pavement work.
There is another small but important catch: a gully does not give you ownership of the parking bay. Someone else can still park there. Your charger may be ready for action while a van, estate car or mystery vehicle with no apparent owner sits over the spot. On-street charging is not a reservation system.
What About a Cable Ramp?
Some councils allow temporary cable-protection ramps where a cable crosses the pavement. Others do not, or only allow specific products and arrangements.
A proper protector should:
- Be designed for pedestrian and outdoor use.
- Keep the cable fully enclosed.
- Have visible edges and a shallow profile.
- Remain stable in wet or windy weather.
- Leave enough clear pavement width for pedestrians, wheelchairs and pushchairs.
- Be removed when charging is complete, where required by local rules.
A thin rubber mat or loose plank of wood is not a compliant solution. It may look inventive for about six minutes, but it can create a trip hazard and leave you responsible if someone is injured.
Before using any cable gully or ramp, ask your local highways authority what it accepts. Worcestershire, for example, has specific local considerations and does not follow the same approach as every London borough or metropolitan council.
Option 2: Mounting the Charger on Your Front Wall
If your car can park directly outside your home and the cable route can be managed safely, a wall-mounted charger may be possible.
The charger must be installed on your property, not on a public lamp-post or pavement. We would normally assess:
- The distance from your consumer unit to the proposed charger position.
- Whether the cable route can be protected and kept tidy.
- The position of windows, doors, drains and other services.
- Whether the charger is exposed to vehicle impact.
- How the cable will reach the car without crossing a pedestrian route dangerously.
- Whether your electricity supply and earthing arrangement are suitable.
A smart 7kW charger is usually the most practical choice for a home. It can provide roughly 20–30 miles of range per hour, depending on the vehicle, while allowing you to schedule charging through an app.

Option 3: Shared Driveways and Agreements

- Who pays for electricity and repairs.
- Whether other residents can use it.
- What happens if either property is sold or rented.

A domestic EV charger normally requires a dedicated circuit and must be designed, installed, tested and certified in line with:
- Part P of the Building Regulations in England and Wales.

- Appropriate RCD, DC fault and earthing protection.
- Any required DNO notification.

- Additional cable protection.
- Traffic and pedestrian management.
- Longer cable runs.
